This is in fact, one of the things that is easiest in the prior Excel Calculator, since changes in scope produced instantaneous updates to the calclation. The issues here that I see are:

Some users do not understand scope options enough to know when the should or should not select them
Many times a calculation is performed as a rough calculation, which then later scope is refined to actually match what the customer needs.
Many times a prior calculation is deemed to high, so adjustments are made in a trial and error fashion trying to reduce the scope and related efforts, resulting in multiple re-calculations
There is a concern, however, with making adjustments outside of the calculator in that it defeats the purpose of the calculator and getting corrections into the calculator to improve future calculations.  The calculator is intended to provide standardized estimates based upon scope selected.   Do we need more scope options, better ability to adjust in the calculator?  It sounds like the issue is more the realtime adjustments and additions.   This we need to raise to a calculator steering committee.

We have done some things to try address the first issue up front.

Some users do not understand scope options enough to know when the should or should not select them
Scope item hover help has been added for most Process Scope items.  Some could be more clear, and they do not exist for all items, but having this information complete will help with selection of scope, IF people use it.
